Legal framework
According to no. 1 and 2 of 54th article in the Portuguese Law no. 96/2015 of August 17, which regulates Public e-Procurement Platforms.
"1 - Documents submitted in the electronic platform, by contracting entities and economic operators, should be signed using a qualified electronic signature, as it is stated from no. 2 to 6.
2 - Documents drawn up or completed by the contracting entities or economic operators should be signed using qualified electronic signature certificates of their own or of their legal representatives."
